The Mac computer name contains invalid characters. Change the computer name in system settings, restart the device, and repeat the activation.

8. Action Required message or read-only mode

Most often, it means that Office was downloaded from the Mac App Store. Uninstall this version and download the correct installer directly from your Microsoft account.
