This error occurs in: Office 2019, Office 2021, Office 2024.

Cause

Lack of read or write permissions to the Office license file. Antivirus or NTFS permissions system may be blocking access to C:\Windows\System32\spp\store.

Symptoms

• During activation, the message appears: "Access denied to license file Office"
• Error code: 0xC0000022
• English version: "Access denied to license file"

Step-by-step solution

Run Office and activation as an administrator. Check permissions for the license folder. Temporarily disable antivirus and try again.

Solution for Office

1. Open any Office application (Word, Excel)
2. File → Account → Change product key
3. Enter the key from KluczeSoft
4. Click Activate
