Error 0xC004F039: Key Management Service (KMS) is not enabled
This error occurs in: Windows Server 2016, Windows Server 2019, Windows Server 2022.
Cause
The KMS client has reached the KMS server, but the KMS server is not activated or is not configured to handle this type of activation.
Symptoms
- During activation, the message appears: "Key Management Service (KMS) is not enabled"
- Error code:
0xC004F039 - English version: "The Key Management Service (KMS) is not enabled"
Step-by-step solution
On the KMS server, run: slmgr.vbs /ato to activate the server. Check if the software protection service is running: services.msc > Software Protection.
Solution for Windows Server
- Open PowerShell as administrator
- Enter the key:
slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
- Activate:
slmgr /ato
- Check the status:
slmgr /xpr
Verification
After performing the steps, check if the activation was successful:
- Windows: Settings → System → Activation → should be "Windows is activated"
- Or:
slmgr /xprin the command line
Still not working?
If the above steps did not help:
- Check the date and time — they must be correct (an incorrect date can block activation)
- Temporarily disable antivirus and try again
- Check the internet connection — online activation requires a connection to Microsoft servers
